The law of abstinence (refraining from meat) binds all Catholics who are fourteen years of age and above. The law of fasting binds all Catholics who are eighteen to sixty years of age. Ash Wednesday and Good Friday are days of abstinence and fasting – ref Canon #1250 – 1253.
